This happens a lot in Sage with miniscule rounding errors. If you run the *utl Balancing utility, see if those show up (do in a test company) as items that the utility will correct. If not, then what I do is process an adjustment transaction a quantity of 1 at zero cost into inventory to the cost tier, post it, then process an adjustment transaction out and the cost will relieve.

Not sure how they would have get the values in the system with the decimals set at 2. Maybe a user forced a quantity based on cost/price and the system rounded it.
