Hi
I'm sorry for asking this when it's been discussed, but right now time is more important than sifting thru the threads.
Customer is on 5.30 Std with payroll.  Moving to 2021 Premium with no payroll.
Will customer be able to access payroll in their 5.30 after their payroll license expires?

They retain read-only access.  This is a bit dated but I believe it still applies to all versions 2016 +  

1) READ-ONLY ACCESS for Customers who no longer own the Payroll Module:

• Customers who no longer own the Payroll module will have Read-Only access to their Payroll reports
• Payroll read-only allows access to most reports under the Payroll > Reports menu as well as the Quarterly Governmental Report and Employee Totals Verification report under the Payroll > Period End menu
• This READ-ONLY enhancement is available for the following Sage 100 versions ONLY:
• 2016 PU2 and higher
• LM5020T – 2016.2
• LM5019T – 2016.3
• LM5018T – 2016.4
• 2017 PU1 and higher (LM5017T available for 2017.1)

I did one of these a while ago and I'm not sure if what @alan niergarth has posted supersedes my experience:

WITHOUT A PAYROLL PLAN:

COULD
- VI into payroll
- Report on data using Crystal
- View​ most screens and reports but not enter any data ( other than VI )

This may have changed since I did the upgrade which was probably 5 years ago

In some cases I've advised the customer to drop back to the lowest payroll level since I believe any restrictions are on the number of employees you can pay an dnot the number you could view/edit or report on.
