Happy Day -- thank you everyone and lastly
@Alnoor Cassim!
Somewhere along the way the Job Cost module got triggered, but never activated fully (or something like that). I was able to run the actual Data Conversion program from company maintenance (even though there shouldn't have been any data to convert) , and then noticed the JCxxx.notsetup folder on the network. I went back into company maintenance and removed the JC module, and once I did I then could perform a company data copy from the live company to a test company. THE END.
@Robert Wood you can move this out of urgent now.

There are zero records in that file @Randy Marion.

Suggest taking a look at CI_EnhancementActivation in the company data directory.

@Kenny Daniel
I did try to go through the SY0ctl. file, which gave me a nice reminder of how much I hate that file of conglomeration of cryptic records. In the records I was able to identify that hold a version/level all looked good, but it's possible I missed one or more record. I finally was able to kick people out and run the data conversion from Company Maintenance so that people could work again.
I'm a little suspicious of the Job Cost module, as this company never had Job Cost but now shows it installed. Something is whacky. Hate this stuff.

Try sy0ctl.soa in the SOA folder. It's from ancient times (hate to admit my age here) but just last week I had to edit a record out. Sage100 kept thinking a module was still installed even though it was uninstalled 3 versions ago. the file is cryptic so you might need to scroll and search the various record types to get to the installed modules and their versions.

@David Speck II sorry I forgot to say that I did check sy_activation and its level is correct.

Did you check SY_Activation? These records are by CompanyKey so you might want to use crystal reports to join it with SY_Company to get the company code/name.

I'm at a loss. I've checked the company SY_Company record and all the modules' options and they all specify the correct version 6.20. Do you have any idea where in the code that prompts the message that the Data Files haven't been converted whenever you access any menu item in Sage?

It appears in SY_Activation as well as in each company's and module's options files. Wouldn't be surprised if it is still stored in some of the other legacy files under SOA.

Under the MAS_xxx folder there are conversion files for each level.
