I'm pretty sure they are still looking for the first customer to put on it.
If the customer has a real need for SQL, (in other words, a clear ROI case) Then propose and option where they test it out on a virtual image, putting it through all demands (that you document first) that they think they'll need. Use your NFR license keys on this test bed (that you control). You are effectively performing 90% of the implementation with this, and charge for it (fixed fee).
Then if they like it, they buy the software needed and you put this on their production. if they don't like it, they are out your consulting, but nothing more. And they are wiser.
