FYI - just found you can only have a max of 6 panelists on a GotoWebinar. Once you start the presentation you can promote up to 19 more (total of 25 panelists). I'm not entirely sure that there's much benefit to inviting people to be a panelist vs joining as a regular participant since the host can boost people and pass control, etc.
