Since it is resolved for that client, I don't think a case is appropriate, but I can post on Sage community an "FYI" post, to help raise awareness of the issue.

@Kevin Moyes can I suggest you open a case with Sage, specifically see if they can bring into the case Nathan Shaw; Ticket #8010654975 - Unable to install BOM Module? We had the same issue and it involved "hours on the phone" with Nathan on two separate occasions until we had this resolved. Client recently went from v2022 Advanced to v2024 Premium, then a few weeks later from 32-Bit to 64-Bit. We found with Process Monitor that Sage kept replacing in the 32-bit files during the installation process. We were able to "quickly" put back the 64-bit to proceed. I would imagine changing to 32-bit then back to 64-bit would have resolved the issue.
I think it is important for Sage to recognize this was not a "client system scenario"; but an underlying problem they may have. If you open a case, I can reply to my case with Nathan and suggest he goes and reviews the issue you resolved and your steps.
