They have other enhancements (2 from DSD, 2 from SWK), so emptying Links was not an option.
If it was affecting their Live server still I would absolutely open a case with DSD, but reinstalling EM on the 2021 system got them running. For 2024 they are doing a couple months of testing prior to going Live with the upgrade, so that doesn't concern me.

Not to overlook the obvious, but you checked in the Links folder, right? And emptied out the Lock folder?
I would also look for XX234_xxxxx.m4t files in the program folders of the affected modules, which I'm guessing you've also already done.

No. SY_Module, SY_Menu, and SY_Task have no references to EM (in v2024), so that part of the pre-migration-module-uninstall worked, but there were records left in those other tables.

Adding another note to this conversation for the same issue I am running into with a test migration.
v2021 Premium to v2024 Premium, removing DSD's EM module during the upgrade. I uninstalled from the source, ran the migration, but the v2024 system prompted me to re-install EMEM before the company data conversion. These are the files I cleaned up (in v2024) before proceeding.
SY_Enhancement (delete E/M row)
SY_EnhancementModule (delete 2 rows)
SY_ClassEnhancement (delete 17 rows)
Sy0ctl.soa (delete 2 "l..." rows)
(Also note, uninstalling EM from the source system broke a few things, Error 90... even after the system repair / reinstall PU / reinstall other enhancements... so I had to reinstall EM to keep the client's Live 2021 system functional for a couple more months).

Is there an "l" (lower case L) record in soa\sy0ctl.soa? For example, if the error indicated Accounts Payable was missing, I would enter the key lA/P in DFDM and hit enter. If lA/P was found then I would delete it.
