If that were the case, @PhilMcIntosh then we'd all be paying $10/gallon for gas, $20 for a bunch of bananas, because they would charge what they want and in your world, there would be no such thing as supply & demand and price competition.
Do you think Apple would now be giving away OSX or improving their ipads and instead just charge $1,000 for one since doctors can just say 'hand me your wallet.'
If that truly were the case, I'd just hire a few doctors, double the price every other doctor charges, and be rich.
In the obamacare model you'll have 'this is how much we're going to pay' and the doctor will say 'this crap ain't worth it, I'm out of the insurance pool' and you get to wait on line 6 months for an appointment for the few remaining 'i'm in medicine to save the world' doctors left.
I'm sure if they came out with ""ERPCare"" and they said, we are only going to pay $5,000 to put in 50 user ERP systems, you'll just have to figure out how to do that well, with quality and make a profit.
How come the Obama administration didn't say to CGS (a foreign company no less, coming from the guy who rails against American companies use of outsourcing) We'll pay you $5m to build the Obamacare website (most pros say its a 1m to 3m project). And instead they got an estimate of 93m, paid it blindly (because the head of CGS is friends with Michelle Obama) and then the bill comes in at $693,000,000.00 and we pay the bill, and the site is completely broken and not one single cycle test was run before go live.
