Contacted SPS. Found out the merchant account does not have Vault Service enabled (although the client's other merchant account is enabled). But they said that account is thru Payment Express, which I don't really understand. They're processing via SPS but using this Payment Express 3rd party (somehow / for some reason). Would have been nice to know if Vault Service isn't enabled, rather than processing the extremely lengthy data conversion, only to find out none of the cc data is present.
