Set up a dummy user (e.g. DUM, For reseller testing only) to see what displays when accessing via the test. You can also trying flipping the switch on the setting, save it, then turn it back on....
Do the users have exactly the same ROLES? Perhaps the one that can see it has two role settings, one which allows the display and the second that doesn't.
These issues are frustrating. It has happened to me when one user can see the memo and a second with the exact role cannot.
