@David Speck II !!!! There is some inconsistency in the behavior of the two fields!
When creating a new record, if you hold a key down to repeat in lower case, the extended window will pop open displaying the first 30 characters in upper case and the lower case giving you a sense of a bug present.
Once ACCEPTED, you can then verify and the the extended field is now UPPER!

The advanced field settings are working on both fields for me on a v2018 install and a v2019.2 install. Are you sure you set it up for the right company and user combination, unless you did All - All?
Also, are you sure you are looking at the extended description AFTER you click Accept and revisit it?
My testing with the advanced field settings results in the following behavior on both v2018 and v2019.2.
- Standard Item Code Description fields converts to uppercase as soon as you exit the field.
- Extended Description field does not convert to uppercase when you exit the field or even after clicking OK, only after clicking OK, then Accept.

@David, The advanced setting works for the item description but not the extended description. To remedy the extended description field, I took your advice and modified the extended description panel in CO. Workable but clumsy especially if it has been modified for specific user. For extended descriptions, this is the first time I have ever modified that panel. So minimal headache.
@Kevin Moyes, a great workaround as well IF you are a scriptwriter. I am not! My expectation that something this simple should work as DESIRED (the real meaning as WAD).
BTW, you are a Sage Community frequent flyer. Would posting this there get anyone's attention at Sage?

A simple column pre-validate script (disable trigger, ucase(value) > SetValue, enable trigger) might work.

Thanks for the plan B option. It appears that you are confirming that I had the correct fields and tables for the Advanced settings. The item code field is working. The extended description text field is not. Replicated in both v2017 and V2017.
Does anyone submit bug fix requests anymore? Does posting on Sage Community effective? Would seem that this is a simple fix. I hate having to wait until 2023 for it finally appear.

If you want to see the characters converted to uppercase as they are typed, use Customizer to set the Item Code Description and Extended Description controls to uppercase with this option.
