What happens when the knowledgeable personnel who know how to read "custom reports LATIN" start retiring in the next few years. Should we start teaching SI, SEI, Biznet, FYIsoft, Dataself or any other "modern" GL . Any COBOL or FORTRAN programmers out there? I am sure there are very valid reasons why they are still using it. I just told my clients NO way 15 years ago. Now I can't get them to let go of FRx.... Go figure!!!

It may or not be related to your problem, but we have a customer who is upgrading to 2020 from 2017, and they have some very old reports that probably use the same type of reporting as the GL custom financial reports....
We found that these "old-style" reports ran fine in 2017, but when running on 2020, (against the exact same data) pages were incomplete and or missing data, and we traced it to a mask overflow. In 2017 larger numbers seemed to print fine, and in 2020, they error out and don't even report an error. You only get up to the first mask overflow. We didn't try to trace why it is so, why it doesn't report an error, we just increased the masks and it works fine.
So you may want to look if there are numeric values that are larger than the masks...
