I've experienced that having T&C print with the quote/order/invoice is not only a royal pain (doable but a pain), especially if you have more than one page of T&C. What customers are doing these days is putting a simple statement at the bottom of the form which refers to the T&C on their website. Then they have one place to keep their T&C up to date, let alone not have to deal with multiple form updates.

It has to do with imbedding a subreport that contains the additional pages so it works for quick print and standard printing.
