Resolution: Simply copy the CRPE32.DLL file from C:\Program Files\Business Objects\Common\3.5\Bin\ into the C:\Windows\System32\ folder.

There is a KB on this issue. The other solution was to change the environment path to point to the C:\Program Files\Business Objects\Common\3.5\Bin.

Or if you are on a 64-bit machine, copy it to c:\windows\syswow64 instead.
