Strange... I can create the MS Access DSN, see / use it in Excel, but it is invisible in the 64-bit ODBC settings. I've never encountered that before.

If you are using a user account that is supposed to have administrator rights then that user should be able to change the computer's administrator password. If you can;t change the Administrator password for that computer then you don't have administrator rights.

"Full Permissions" is not necessarily the same thing as a local Administrator. Skilled IT of any experience level should know that.
This error is literally saying you are not in the Local Administrator group.

If you are a local admin, and still unable to create the System DSN, the only other idea I have is some kind of group policy restriction... but that would have been done purposefully.

Add the user to this user Group, log off, then back on again (to refresh the Windows access token).
