I guess what confused me was this warning on the 2018 Full Product Download page. Is this meaning install the most recent Payroll Update and Product Update on the Upgrade FROM system or the Upgrade TO system. And should PR 2.19.4 be installed on the 2017 system? I have run into the issue noted below. I remember that sometimes minimum requirements exist for both versions and this warning doesn't specify the PU version and payroll updates are version agnostic.

Download Sage 100 2018 Full Product
ATTENTION!!!!: (This is REQUIRED - BEFORE attempting to migrate your payroll data, please install the most current Payroll Update or Product Update 1,(minimum required).
Then install the most current Payroll Update or PR 2.18.0 (minimum required)
After converting a company code in Sage 100 2018, run the Payroll Status Check Utility per KB ID 89840: Payroll Status Check utility to ensure the company is set up to use the Payroll module correctly.
Failure to install the Product and Payroll Updates prior to migration could result in complete uninstallation and reinstallation. *NOTE: MUST remove entire MAS90 directory remaining after uninstallation or install in a new location. See KB ID 87173: Unable to map filing status during conversion to 2018 Error #14: Invalid I/O request for issue fixed on PR 2.17.0.9.

I don't typically install the latest PU on the original version, but it shouldn't hurt. With my procedures I would install Sage 2018.8, or whatever the latest PU is, then install PR 2.19.4, or whatever the latest PU is, then migrate and convert.
