UPDATE: Friday (1/4) evening I had Nathan from SAGE Tech Support remote into my client's Windows 2022 server. He ran Process Moniter, and I watched him perform quite a few reg hacks. After several hacks the Crystal Reports 2020 Installer worked. However, Crystal Reports would NOT launch. More Reg hacks and it finally launched. Nathan found an old (dated 2020) SAGE KB that addressed a similar problem with an older version of Crystal Reports. Nathan said he will update and re-publish the SAGE KB. @Robert Wood... This can be moved out of "Sage Urgent Support"

@Kevin Moyes Thank you for your suggestion, unfortunately I get the same Old Framework message window.
@David Speck II I will attempt the steps in the link you have provided, Reg Edits are almost above my pay grade. I did turn off User Account Control (UAC) on the Windows 2022 virtual server and I did not see any anti-virus running in the system tray. I will report back later this afternoon. TIA

This link, https://sapbi4.wordpress.com/2014/07/01/how-to-completely-remove-uninstall-sap-bo-bi-4-0-from-the-system, in a post in this thread, Crystal Reports 2016 won't install | SAP Community, has some instructions to completely remove SAP BI 4.0. Have you tried following the steps?

It should be safe to start the CR install directly.
