My client is running SAGE 100 STD v2019 PU#4 w/ Payroll 2.21.0.0.  Starting today, the Payroll person started receiving "Cannot Create the Sage Payroll Tax Client" error message when she tries to perform the TAX CALCULATION step. She is accessing her office desktop remotely from her home computer. The SAGE KB article says:

Cannot create the Sage Payroll Tax Client
Created on 05-14-2019 | Last modified on 07-07-2021
    Summary
Cannot create the Sage Payroll Tax Client see the Library Master Activity Log for details. From activity log: Cannot create the
Sage Payroll Tax Client. The exception was: Unable to find the specified file. When Running payroll tax calculation.
    or
Error: "88 PR_PayrollStatus_UI.pvc 1058" when running the Payroll Status Check

    Resolution
Verify that .NET 3.5 is enabled. (See attached Link)
Re-install the program Payroll program because there are missing files.
In my case: The "Sage.Payroll.Tax.Client" was missing from the MAS90, Home, Microsoft.NET folder.

The internal IT dept. has updated (with no errors)  the Microsoft .NET Framework to version 3.51, 4.0 and 4.5 on the Payroll person's office computer. She still gets the error message.

If I remote into a Windows 10 VM connected to the same SAGE 100 installation I can see that the VM is running Microsoft .NET Framework version 4.0.0.0. I can perform the TAX CALCUATION from the remote VM.  When I look at the SAGE System Activity Log I find multiple System Error 0 Module P/R Cannot create the Sage Payroll tax client. The exception was: Parameter not found "(err/ret=2/0)".    Any help or direction will be appreciated.

So you RDP's to a WIN 10 VM that was NOT the same as her RDP workstation?  What happens when you access her workstation with Admin rights?  Try reinstalling the WS client on her workstation?  I have encountered weird tax calculation errors that turned out to be missing data in the employee master (new employee set up).

@Jeff Schwenk  That is correct, the remote Win 10 VM that I use is different from the payroll person's office computer (prob Win10 also).

I will try to obtain remote access to payroll person's office computer and perform a fresh SAGE 100 workstation install. THANKS.

This morning I was able to remotely connect to the payroll person's WIN 10 office computer. I uninstalled and re-installed the SAGE 100 STD workstation client. She is still getting the "Cannot Create the Sage Payroll Tax Client" error message. I believe other SAGE computers do NOT get this same error message. It looks like .NET Framework version 4.0 is in fact installed on the payroll person's office computer. I guess I'll open a case with SAGE support.

I see you referenced that IT updated the .Net to 3.51 to 4.50.  Did you (while on her computer) personally check to see that .Net 3.50 was enabled by using the 'Turn Windows Features on/off' in Programs/Features in Control Panel?
Currently in that same area, I have a '.Net Framework 3.5' check box and a '.Net Framework 4.8'  Both Checked (on).

@Nancy Hanson  No I did NOT perform the checks you highlighted. Before I call SAGE support I will connect into her computer again and view the "Turn Windows Features on/off" in Control Panel.  The internal IT guy may not know about this on/off switch.  Thanks

@Nancy Hanson  Thank you so much for your assistance. My payroll client can again perform tax calculations on her office computer. Somehow .NET Framework features were "turned OFF".  This post can now be moved out of "Sage Urgent Support".
WAIT - WAIT - client called back and said this issue is still a problem even with the .NET windows features turned ON.  Back to calling SAGE Support tomorrow. WAIT -WAIT

8-2-21 UPDATE: Sage Technical Support Dept - suggested that the issue may be firewall related and temporarily turn off the firewall on the payroll person's workstation. Sure enough, the payroll person confirmed that some firewall updates had occurred the day before the issue started. Turning off the firewall allowed her to perform the SAGE Payroll Tax Calculation.

Internal IT guys now know they need to adjust the firewall settings.

This thread can be move from Sage Urgent Support.
