I do not believe that to be an option, or at least I've never used or seen it. My first thought is a script at the line level of whichever module you are wanting to disallow that backorder (Most likely SO but could be in ROG). Maybe a post validate on quantity shipped to deal with whatever isn't fulfilled zero out the backorder quantity of the warehouse code is XXX.
