OMG, I just had that too, but didn't make the connection to your issue (EVEN THOUGH IT WAS EXACTLY THE SAME - sigh).
Had a user with a mysterious expiration date of THAT DAY and of course no one admitted putting it in there...

I am working again!
I had an expired role on the user account. When I removed the expiration date on that role for the user and/or deleted the role on the user account, all the data started showing back up again.
The same was true on both installs too.
Not sure why it would have matter. I could maybe see it with ODBC security, but I was getting same results, with ODBC on/off.

On my standard version, I currently have ODBC security on. In the role assign to my user, I have all tables/ fields selected.

Toggling on/off ODBC security is not what I suggested. The important part is adding the full ODBC permissions, to ensure a stealth enabling of ODBC security will still return data.

No blank or null records in the SY_User or SY_UserHistory tables.
I have toggled on/off ODBC security but no change.
Also one is 32 bit and the other is 64 bit.
Other oddity, if I write a new Crystal reports or import data into Access, I can see rows indicating data. However none of them are visible.
