Doing some follow up on this. I found a software/hardware solution from M2Sys that has been installed and running without any issues for 2 months. There is a server (can be installed on any computer) that holds the fingerprint images, a client for each of the time clock computers and a fingerprint scanner. The documentation is good, the setup was easy to follow. My only issue was having to manually register a dll file during the client installation.
It handles the basics of employee enrollment, association with an employee or badge number and when running it returns that number to the Punch In/Punch Out window every time. Licensing was easy and their customer service responsive and helpful when I needed a new license key to move it from my test system to the client site.
The cost for a single clock, server and one bio-metric scanner was about $500. It was easy to set up and has worked perfectly.

Doug - thanks for the link, I checked them out and it appears they are all designed to function as independent time clocks. I'm looking for something that will allow me to connect a USB fingerprint reader to a computer that is running the Sage Time Track punch in/punch out program, read the fingerprint scan and return the employee number to Sage. I have been googling for a couple of weeks and can't seem to find anything that's not part of a membership management system.
