    Here's the scenario:

End user logs in as self to network, self to Sage - tries to save new Bin location on Reorder screen, won't save

Another end user logs in on same machine to Sage without changing network user - the save works

Original end user goes to another machine where someone else is logged into network, logs in as self to Sage - the save works

    W the actual H?

Does the second workstation have a different share point or mapping?  Have you tested running the first workstation in MAS90 mode or as administrator to see if it makes a difference?  Or is UAC different on the two workstations? I agree - inconsistency is the worst!

When it does not save, it is because of an error or does it act like it saves but doesn't actually save it?

If an error is thrown, check for the following as I have seen weird errors related to Windows scaling, the Sage 100 Application Scaling, and the size of the Sage 100 task window (maximized, or otherwise really big vs the standard size).

Are the Sage 100 users using different Application Scaling settings?  If the one getting the error is using a larger scaling, try having them using a lower scaling setting.

If the user getting the error has the reorder screen maximized and the other doesn't, try restoring the window to its normal size.

To rule out Windows scaling, you can make sure both Windows users' are set to the same scaling setting.

No errors, just looks like it should work, and does not.

If Advanced / Premium, maybe try resetting the service session files?  There could be something stuck in one of them, causing weirdness.  (I believe a couple of those files key on user / workstation combined).

I have experienced some similar weirdness like this on an old Advanced version and this solved it:

    Stop service, In MAS_SYSTEM rename sy_workstation.m4t  and  sy_console .m4t

    In mas90\home\lib\_appserv,  rename  sessions.pvk and locate.pvk

Oh, @Kelley Johnson and @Kevin Moyes - TWO of you saying such a thing could happen gives me hope!  I'll give it a shot.

Son of a BISCUIT - I renamed everything hither and yon, @Kelley Johnson and @Kevin Moyes - and STILL...client could get 2 to save, third one would not. But would save for another user.
