Here's another thought. Are you exporting the same BIE view setting (public or private) as them or just exporting the standard one? Let's say they had saved their own setting but also added a filter to it (e.g. Div = 02 or Invoice Amount >= 10,000). This would limit the rows but as long as they see more than a screenful of rows they may not realize it's limited until they export to Excel. Farfetched I know.

@Beth Bowers I'm not a network person, but I do believe Microsoft has the ability to "limit large exports" by network user in Network Policies. Your login may be set to a "administrator" account without a limit. I wonder, if they share with you their User ID and Password (they can change Password later); if you log in as them if you experience the same "limit" in export size? I googled: how to limit large exports by network user Microsoft and it returned some additional details.
