Be careful there are some individual program fixes -- ex GL5001-T - which I spotted on the program fix page but do not seem to have been listed on the main page for PU for either 4.5 or 2013.
Unsure whether that means the fix is already in a PU (don't think so since the date is Feb 2013) or if someone is not keeping the PU page sync'd up.
