I just need to install Avatax to version 2019 in order to convert data so I can work on payroll, time card and job costs reports and imports. If SO Invoice data entry is empty in the data to be converted, do you know if that will impact the current version of Sage? I called Avatax support and they cannot answer the question.

It will also error out in their not-yet-live version if they use any of the same invoice numbers, i.e. if they invoice using next invoice number and it has already been used in their live, it will give an error and not calculate anything.

You can get the install from DSD website, I've applied it to 6.10.2. it only indicates 6.10 so I assumed it was available for any update. I'll install on v2019 but let the customer know they can let it calculate for invoices, but they can't update the invoices. If they need to update, they would have to get a Sandbox from Avalara and I believe there is a cost for that.
