Update: Resolved with reinstall:
In a 2019.2 Advanced Test Upgrade. We have Scanco, Avatax, Blytheco Custom & BlyApps. I was able to successfully test the Avatax Connection. Ran all Customizer Utilities. Didn't realize till client started testing that there are no Avatax Icons anywhere in the environment.
Admin Role verified to have all permissions.
Tried *Esc to be sure they weren't on Standard Panels
Do I try reinstalling Avatax?
