Here is the e-mail response I received from SAGE on Sept 26, 2016, when I requested a form to change the primary contact on my clients' Customer Portal.
Good day,
Each individual contact on your account can have their own portal account, however if you are wanting to change the primary or adjust any contacts on your list, please fill out the attached form. Then I can add/remove any current portal users. In the form please make sure you put in your Sage Account ID
