Am I missing something? Client is on 100 advanced, v2013. They enter memos at the Sales Order level and would like them to be seen (pop up) at the shipping data entry level. I don't have anything in Memo Manager to indicate settings for Shipping Data Entry. SO Invoice Entry doesn't cover Shipping Data Entry. Any Workaround?

I don't think you are missing anything, I don't see an easy way. Does the memo only need to carry through to Shipping/Invoice, or does it need to popup elsewhere? You could create a M/L UDF for them to type the notes into and carry it through to the totals tab... otherwise I think you might be looking at scripting.
