    I think I must be missing something.

    Customer needs to add a new shipping method
    I believe this goes through SO - Setup - Shipping Rate Maintenance
    Which seems to require "enable shipping" in SO options - which customer doesn't use and would need to enable

    To enable you cannot have any invoices open in SO invoice data entry

    Customer maintains batches of unposted invoices as part of their sales process. 
    Is there a way to add a shipping method without posting all those invoices or reinitializing so I can then temporarily turn on shipping ?

    Solution: 

    Go into Sales Order - Setup - Sales Order Options and on tab #2 change "Use Shipping Code to Calculate Freight" to actual or Yes ( my customer had this set to No ). I think if you need it No that after adding the code you can set the option back to what it was.
