Any insight on this.  We get it when migrating from our 2017 set into 2021.1

I assume you mean v2020.1?  Is it dying during migration or during conversion?   No clue but since it references a PEP file, perhaps one of them is corrupted?  I had a PEP issue last month converting 2016 data to v2019.  Migration worked fine, just died during conversion.  Replaced one of the PEP files.  This KB 32065 talks about these files.  Maybe there is a clue there
